Superintendents communicate Department of Education policy to both schools and the public. They support communities by communicating with District Leadership Teams (DLTs), Presidents’ Councils, Parent Associations (PA/PTAs), Community Education Councils (CECs), and the Citywide Council of High Schools (CCHS).
Superintendents supervise and evaluate school principals, appoint principals in district schools, approve principal, assistant principals, and teacher tenure decisions, and approve school budgets, ensuring they are aligned to the schools’ Comprehensive Education Plan.
Deputy Community Superintendents (DCS) serve as the key instructional support for Community Superintendents in improving the performance of district principals by conducting site visits and addressing areas of focus identified by the Community Superintendent or other evaluators. DCSs may act as the superintendent's designee for evaluative visits and maintain district or borough-wide portfolios of up to 65 schools.
The Field Support Liaison serves a critical role within the new Strong Schools, Strong Communities support structure within the NYC DOE, which aims to align supports to schools based on need. The FSL ensures a comprehensive assessment of schools, facilitates accurate alignment of supports from the Field Support Centers (FSCs) to district schools, and supports the performance improvement of district schools through school improvement plans.
The Family Leadership Coordinator (FLC) supports work related to parent leadership and community engagement, providing guidance for developing family involvement and leadership at the school and district levels. The FLC collaborates with Parent (or Parent-Teacher) Associations (PA/PTAs), the District Leadership Team (DLT), School Leadership Teams (SLT), the District Presidents’ Council, Title I Committees, and CECs.
The Family Support Coordinator (FSC) supports the development and implementation of DOE policies and strategies to strengthen family engagement at all levels of the DOE, provides a single point of entry for families to resolve escalated concerns, communicates DOE initiatives, programs, policies, and regulations to families, and provides support to ensure that families feel welcomed and respected.
The Teacher Development and Evaluation Coach (TDEC) works with principals to improve their performance with respect to teacher effectiveness and their schools' performance as informed by student outcomes.
The Administrative Assistant provides general office support by implementing administrative systems, procedures, and policies, and, with latitude for independent initiative and judgment, communicates and coordinates with community programs on behalf of the Superintendent. The Administrative Assistant also provides information, assistance, and appropriate referrals to the general public.
